What to Look for Before Signing with a General Contractor: A Pre-Construction Checklist

Most construction problems are not problems with the build itself — they are problems that were set up before the first permit was pulled. The GC you choose, the contract you sign, and the planning conversations you have before any work starts will determine whether your project goes smoothly or turns into a five-month phone call.

At Zone 26, we walk every client through a pre-construction meeting before the crew sets foot on site. Here is what that conversation covers, and what you should be asking any contractor before signing:

• License and insurance verification. Any California GC should be able to provide their CSLB license number on the spot. You can verify it at cslb.ca.gov in under two minutes. Do not skip this step — the license number confirms the class of work the contractor is authorized to perform, and that their bond and workers compensation coverage are current.
• A detailed written scope of work. Line-item bids protect you. If the bid says "demo and reframe rear addition" without specifying how many linear feet of framing, what happens to the debris, and how the site will be secured overnight, you are signing a blank check for the gray areas.
• A permit and inspection plan. Any structural, electrical, plumbing, or HVAC work requires permits in Los Angeles County. If a contractor suggests you skip them, that is a major red flag — unpermitted work can void your homeowner's insurance and create expensive problems at resale.
• Payment schedule tied to milestones, not dates. California law limits the initial deposit to 10% or $1,000 — whichever is less. Progress payments should follow verified milestones: framing complete, rough-ins passed inspection, drywall hung. Never pay in full before the punch list is cleared.
• A clear change order process. Scope changes happen on almost every remodel. What matters is that your contract specifies that all changes must be approved in writing before the work is done — and that the cost and schedule impact are agreed on before, not after.
